Financial Director

Kennebec Valley Council of Governments Financial Director     Nature of Work: This employee is responsible for overseeing all financial matters of the organization including administration and all fiscal components. This involves specialized accounting and financial work of a complex nature while keeping and maintaining all financial records for KVCOG. Providing financial information to the Executive Director, Board of Directors and professional staff is essential. This position may include carrying out special assignments as directed, making this position a vital role in the daily operations of KVCOG. Work requires familiarity with the organizational and operating characteristics of KVCOG and its services. Work is performed under the general supervision of the Executive Director with considerable independence of action in the disposition of routine matters in accordance with applicable laws and following generally accepted accounting practices. Work may be of a confidential nature. Work is checked by the Executive Director by observation and inspection, verification, and other internal and administrative controls, as well as by an annual independent financial audit. This employee is responsible for management of financial matters, including cash management, accounts payable, accounts receivable, payroll and related tax reporting, banking and reconciliations of all accounts, purchasing, preparation of periodic financial reports for various grants and Revolving Loan Funds (RLF) funding sources, preparation of annual tax statements for personnel, contractors and RLF clients, assistance with routine RLF procedures, bidding and RFP procedures, preparation for and assistance with the annual budget and the annual independent financial audit and investments. This employee assists the Executive Director with human resource/personnel administration and file maintenance. This position also fills the role of compliance officer in regard to grants and contracts. Essential Duties and Responsibilities: Examples of Work (Illustrative Only): Develop, implement, improve and ensure compliance with all financial and accounting policies and procedures. Management and execution of the day-to-day operations and task with accurate and supporting documentation for all financial transactions. Oversight and execution of the month end and year end closings including all journal entries Responsible for maintenance of chart of accounts for all funds and programs Oversight and monitoring of all current and active grants including preparation and submission of all reports. Develop and maintain timely and accurate financial statements and reports that are appropriate for the users and in accordance with GAAP Prepares and can answer questions about financial reports for the Executive Director, Board of Directors, and staff members as needed. Including budget vs. actual reports, balance sheet, aging reports, contract summary sheet and others as requested. Oversight of cash management including receipts and disbursements. Manage cash flow and prepare cash flow forecasts. Preparation of bookkeeping functions including maintenance of the general ledger, payroll, accounts payable and accounts receivable and recording to appropriate projects. Prepares payroll including all, taxes, deductions, withholdings and year end payroll processes. Revolving Loan Fund responsibilities include processing loan payments and preparation of periodic reports to funding sources, as well as monthly reports to the Executive Director and RLF committee and assistance with delinquencies, collections and file maintenance. Reconcile all bank and investment accounts. Compiles all information and prepares and submits all necessary monthly, quarterly, and annual grant, RLF and organizational reports for federal, state and other agencies. Assists the ED with the annual budgeting process. Maintain all personnel records in conjunction with the ED. Oversee the management of all leases, contracts and other financial commitments. Researches information and relays information to the Executive Director as requested and keeps the ED informed on matters that may need detailed inquiry and response. Assists staff with requests and needs for various grants and contracts. Any other duties as assigned by Executive Director. Requirements of Work: Considerable computer proficiency including Microsoft Office Suite, Outlook and Grants Management Software (GMS). Considerable knowledge of principles and practices of bookkeeping and accounting (particularly as applied to nonprofit accounting) with the ability to meet all the financial reporting requirements of the organization. Considerable knowledge of laws and regulations relating to nonprofit accounting, finance and cash management. Ability to analyze cash flow and investments. Ability to perform complex accounting work accurately and efficiently. Ability to exercise judgment and initiative in analyzing and evaluating accounting problems and in developing or recommending modifications and improvements in existing accounting procedures. Ability to keep varied records, to assemble and organize data, and to accurately prepare complex reports from such records. Ability and initiative to use resourcefulness and tact in meeting new problems and to deal with items of a confidential nature. Ability to deal with professional staff, board members and local, state and federal clients in a decorous and professional manner. Training and Experience Required: Graduation from an accredited 4-year program in Accounting or Business Management. Minimum of five years' work experience in accounting, preferably in a nonprofit environment. Knowledge of Non-Profit and fund accounting standards. Knowledge of generally accepted accounting principles. Knowledge of revolving loan funds is preferred. Previous experience with Grants Management Software (GMS) is preferred. SHORT TERM Scallop Survey Field Technician

Up to 8 Survey Days in May $22.14 hourly. Marine Resources is seeking to fill a short-term position to assist with the Federal Scallop Survey conducted by the Maine Department of Marine Resources. This position will consist of up to 8 days on the scallop survey in the federal waters of the Gulf of Maine. The sampling days will likely not be consecutive and will be based upon weather, scheduling of the survey vessels and scheduling availability of the contractor. The survey field technician will assist the lead scientist with the sorting, processing, and data management of the catch on the scallop assessment survey in the federal waters aboard a contracted commercial fishing vessel.

The Maine Coastal Mapping Initiative (Maine Department of Marine Resources) collects and analyzes seafloor information via sonar mapping and benthic grab sampling in state and federal waters in the Gulf of Maine. 3 full-time contracted positions are available to conduct seafloor sonar mapping and collect marine mammal and seabird observational data during the 2025 survey season in offshore waters (3-50 miles) in the Gulf of Maine.

$19 HOURLY Seasonal positions, 6 Positions of Varying Duration: 2 run April 28 - November 1, 1 runs May 26 – November 1, 3 run June 23 - November 1 (most with one month at half time) All positions require 3 days of training and are open until filled Description: These positions assist the Maine Department of Marine Resources in conducting recreational saltwater fishing surveys.
